NATIONAL CLASSICAL MUSIC PERFORMING ARTS ASSOCIATES (NCMPAA)
NCMPAA is a duly incorporated nonprofit association under United States law, jointly initiated through voluntary participation of Tenured faculty members from accredited U.S. music conservatories;
Current artistic leadership of the Metropolitan Opera;
Tony Award-winning creative personnel from Broadway musical productions;
Institutional partners comprising: Carnegie Hall (New York); Merkin Concert Hall at Kaufman Music Center; Classical Singer Magazine; Subito Music; CDSheet

Mission Statement
We are dedicated to advancing international music education through curriculum development and teacher training programs. We sponsor and produce music festivals worldwide while promoting cross-cultural and educational exchanges. Our mission focuses on creating international performance opportunities for emerging young artists and fostering a supportive ecosystem for the next generation of musicians.

Service Sections
The organization conducts international music competitions and hosts global education expositions alongside academic music symposiums. We provide professional certification and evaluation services for musicians, facilitate music publication and distribution, and advance the development of innovative music training methodologies and pedagogical approaches.
Program Areas
(1) The Association shall conduct comprehensive research on current trends and advancements in music education by organizing specialized forums to analyze international best practices, facilitating collaborative research among institutions, and evaluating significant pedagogical research for dissemination
(2) Guided by evidence-based educational principles, the Association will provide professional training programs, consultancy services, technical assistance, and other capacity-building initiatives to support music education development
(3) Formal recognition shall be granted to institutions and individuals demonstrating excellence in music education research, Association activities, and practical educational achievements
(4) Serving as the authoritative liaison between music professionals and educational entities, the Association will provide research-based recommendations to policy-making bodies regarding music education development
(5) The Association shall coordinate members' international engagements including participation as adjudicators or honored guests at global music competitions, masterclasses, academic forums, and bilateral cultural exchange performances
(6) Customized initiatives commissioned by accredited music education organizations may be undertaken as special projects by the Association

Organizational Structure
Article 1: Supreme Authority
The highest governing body of the Association shall be the Congress of Members' Representatives, with the following responsibilities:
- Enact and amend the Constitution;
- Elect and recall Council Members and Supervisory Board Members;
- Review work reports and financial statements from the Council and Supervisory Board;
- Determine material changes and dissolution matters;
- Establish and modify membership fee standards;
- Decide other significant matters.
Article 2: Congress Meetings
The Congress shall convene at least annually. A quorum requires attendance by two-thirds of members' representatives, with resolutions requiring two-thirds approval of present members.
Article 3: Congress Term
Each Congress term shall be four years. Thirty days prior to convening, preparatory materials shall be submitted to relevant entities for qualification verification. Early or postponed elections require Council approval, with postponements not exceeding one year.
Article 4: Council Authority
Between Congress sessions, the Council shall execute Congress resolutions and oversee daily operations, being accountable to the Congress.
Article 5: Council Responsibilities
- Implement Congress resolutions;
- Elect and recall the President, Vice Presidents, Executive Artistic Director, and Secretary-General;
- Prepare Congress meetings;
- Report operations and finances to Congress;
- Determine membership admissions/terminations;
- Establish/discontinue operational, branch, representative, and entity offices;
- Appoint Deputy Secretaries-General and principal officers;
- Supervise all Association bodies;
- Formulate internal management systems;
- Address disciplinary issues raised by the Supervisory Board;
- Decide other major matters.
Article 6: Council Procedures
Council meetings require two-thirds attendance, with resolutions needing two- thirds approval.
Article 7: Council Meetings
The Council shall convene at least biannually.
Article 8: Executive Council
The 27-member Executive Council, elected from Council members, shall exercise these powers between Council sessions:
- (1)-(7) [Identical to Council responsibilities 1-7]
- Address Supervisory Board disciplinary concerns;
- Appoint honorary/advisory positions;
- Handle Council-authorized matters.
The Executive Council's term matches the Council's.
Article 9: Executive Council Procedures
Requires two-thirds attendance and approval.
Article 10: Executive Council Meetings
Shall convene at least annually.
Article 11: Officer Qualifications
President, Vice Presidents, Executive Artistic Director, and Secretary-General must:
- Uphold the Association's mission;
- Demonstrate field influence;
- Exhibit philanthropic commitment;
- Be under age 70 (Secretary-General must be full-time);
- Maintain good health;
- Possess full legal capacity.
Article 12: Legal Representative
The Executive Artistic Director shall serve as legal representative, prohibited from concurrent representation of other organizations.
Article 13: Presidential Duties
- Convene and chair Council/Executive Council meetings;
- Verify resolution implementation;
- Execute significant documents.
Article 14: Secretary-General Duties
- Manage daily operations and annual plans;
- Coordinate all branches;
- Nominate senior staff for Council approval;
- Hire full-time staff;
- Handle routine affairs.
Article 15: Supervisory Board
The 5-member Board, elected by Congress, shall:
- Elect its Chair;
- Attend Council meetings;
- Ensure constitutional/legal compliance;
- Monitor operational adherence;
- Oversee disciplinary matters;
- Supervise finances;
- Propose disciplinary actions.
Membership Mechanism
This federation is composed of institutional and individual members. Institutions or individuals who support the constitution of this federation, have the intention to join, have a good reputation and certain influence in the music education industry, and are enthusiastic about research and exploration in the field of music education can apply to join.
Institutions or individuals shall submit membership application forms and other materials, which shall be discussed and approved by the board of directors, and the board of directors or authorized institutions shall issue membership certificates. Membership rights include the right to vote, be elected, and vote, the right to participate in activities, the right to receive priority services, the right to criticize, suggest, and supervise, and the freedom to voluntarily join and withdraw from the association. Member obligations include complying with the articles of association, safeguarding legitimate rights and reputation, actively participating in activities to complete assigned tasks, paying membership fees according to regulations, and providing information to reflect the situation.
Members who withdraw from the club should provide written notice and return their membership certificate. Failure to pay membership fees or participate in activities for one year will be considered as automatic withdrawal. If a member seriously violates the articles of association, they shall be expelled upon approval by the board of directors or executive council.

Prospective members applying to join the Association must meet the following requirements
- 1、Demonstrate full adherence to and support of the Association's bylaws and governing principles
- 2、Exhibit genuine intent to participate in and contribute to the Association's mission
- 3、Maintain reputable standing and measurable influence within the music education sector
- 4、Show active engagement in the research and development of music education practices.

Membership Application Procedure:
- 1、 Submit membership application form, personal resume in both Chinese and English, and electronic version of personal artistic photos
- 2、 Review and approval by the Board of Directors
- 3、 Membership certificate issued by the Board of Directors or an institution authorized by the Board of Directors.

Members enjoy the following rights:
- 1、 The right to vote, to be elected, and to participate in decision-making within the Federation
- 2、 The right to participate in activities organized by the Federation
- 3、 Priority access to services provided by the Federation
- 4、 The right to criticize, make suggestions, and supervise the work of the Federation
- 5、 Voluntary membership and freedom to withdraw.

Members shall fulfill the following obligations
- 1、 Abide by the Constitution of the Federation and implement resolutions of the Federation
- 2、 Safeguard the legitimate rights and interests and reputation of the Federation
- 3、 Actively participate in various activities of the Federation and make efforts to complete tasks assigned by the Federation
- 4、 Pay membership fees as required
- 5、 Report situations to the Federation and provide information.
*Members must notify the association in writing to resign and return their membership certificate. If a member does not pay the membership fee or participate in the association's activities for one year, they will be considered to have automatically resigned
*If a member seriously violates these regulations, they may be expelled by a vote of the board of directors or the executive board.
Asset Management
1、 The sources of funding for this association are: (1) Membership fees; (2) Donations; (3) Government funding; (4) Income from activities or services carried out within the approved business scope; (5) Interest; (6) Other legal income
2、 This association collects membership fees according to the standards set or modified by the member representative assembly
3、 The funds of this association must be used for the development of the business scope and undertakings specified in these regulations and may not be distributed among members
4、 This association establishes a strict financial management system to ensure that accounting materials are legal, truthful, accurate, and complete
5、 This association employs qualified accounting personnel. Accountants may not also serve as cashiers. Accounting personnel must carry out accounting records and implement accounting supervision. When accounting personnel change jobs or leave, they must complete handover procedures with the incoming personnel
6、 The asset management of this association follows the national financial management regulations and is subject to supervision by the member representative assembly and relevant departments. If the assets come from social donations or funding, they must be subject to supervision by auditing agencies and relevant information must be appropriately disclosed to the public
7、This association must undergo a financial audit organized by the social organization registration management authority and the business supervisory unit before changing its leadership or legal representative
8、 The assets of this association shall not be infringed upon, privately divided, or misappropriated by any unit or individual
9、 The salaries, insurance, and welfare benefits of the full-time staff of this association shall be implemented in accordance with the relevant national regulations for public institutions.
Termination Procedures
1、 If this association completes its objectives, voluntarily dissolves, or needs to be canceled due to division, merger, or other reasons, the board of directors or the executive board shall propose a motion for termination
2、 The motion for termination must be approved by a vote of the member representative assembly and submitted for review and consent from the business supervisory unit
3、 Before the termination of this association, a liquidation organization must be established under the guidance of relevant authorities to settle debts and handle follow-up matters. During the liquidation period, activities unrelated to liquidation are not allowed
4、 This association is considered terminated after the cancellation registration procedures are completed
5、 The remaining assets of this association after termination shall be used, under the supervision of the business supervisory unit and individuals, in accordance with national regulations for the development of undertakings related to the objectives of this association.
